Moroney Buildingwise Pty Ltd is a Principal Certifying Authority that is able to certify new construction works on residential Class 1 & Class 10 buildings (e.g. dwellings, alterations & additions to existing dwellings, swimming pools, garages, granny flats, etc).

All certification services are performed by our A3 Accredited Certifier Peter Moroney Accreditation Number 1720.

We can certify residential properties in the Newcastle, Hunter Valley and Port Stephens areas.

Issue Construction Certificates

After development consent (DA) has been given by Council, a Construction Certificate must be obtained before any building work can start. The Construction Certificate approval will enable the start of construction works, include the critical inspections of each stage of the construction & we will issue an Occupation Certificate once construction works have been completed. 

Issue Complying Development Certificates

A Complying Development Certificate enables you to get approval without the need to obtain DA approval from Council. It is a fast tracked approval process. The Complying Development Certificate approval will allow you to start construction works, include the critical inspections of each stage of the construction & we will issue an Occupation Certificate once construction works have been completed. 

Issue Occupation Certificates

An Occupation Certificate is required for any new building work, or change of use of a building, that has a Construction Certificate or a Complying Development Certificate. Occupation Certificates are not required for buildings which are classed as exempt development. 

There are two types of Occupation Certificates:

  1. Final Occupation Certificate 
    A Final Occupation Certificate allows commencement of either the occupation or use of a new building (including alterations or extensions), or the new use of an existing building resulting from a change of its use
  1. Interim Occupation Certificate

    An interim occupation certificate allows the commencement of either the occupation or use of a partially completed building, or of a new use of part of an existing building resulting from a change of use for the building.

Issue Swimming Pool Compliance Certificates $250 

A pool compliance certificate or certificate of non-compliance involves our Accredited Certifier inspecting your pool barrier & issuing a pool compliance certificate that is valid for 3 years if the pool barrier is compliant. If the pool barrier is not compliant, we will issue a certificate of non-compliance & identify what needs to be fixed. Once you have fixed the pool barrier, we will charge a small fee of $100 to reinspect & issue the pool compliance certificate.

Under the new requirements, for properties with a swimming pool or spa pool on and after

29 April 2016, you must ensure the contract for sale includes:

  • a valid swimming pool certificate of compliance or a certificate of non-compliance
  • a relevant occupation certificate issued within the last 3 years
    or
  • a valid certificate of non-compliance.

 From 29 April 2016 onwards, when a residential tenancy agreement is entered into for a property with a swimming pool or spa pool, the landlord or real estate agent must provide the tenant with a copy of the valid certificate of compliance or occupation certificate. 

Building Certificate Advice, Building Report & Liaison with Contractors

Will I need to get a Construction Certificate or a Complying Development Certificate?

Buildingwise is able to provide advice on whether your proposed development would need approval. If you need approval, Buildingwise can also let you know the type of approval needed.

Getting the correct approval will result in your development being legal.

Obtaining advice on approval could also save you thousands of dollars in red tape & several weeks, if not months, of time. For example, if you lodge a DA with the local council for a development that can be classed as complying development, you will have wasted money on the application fee & other documentation that may be required for DA approval, plus the extra time taken to obtain DA approval.

The initial approval process can be divided into three categories:

1. Exempt Development – No approval is needed

Some minor building renovations or projects don’t need any planning or building approval. This is called exempt development. Examples of exempt development can include balconies, decks, patios, pergolas, etc.

2. Complying Development – A Complying Development Certificate is required

Developments classed as complying development can be approved without the need to obtain DA approval from the council. A Complying Development Certificate is a form of planning approval that can be issued by an Accredited Certifier, such as Buildingwise.

Examples of complying development can include new dwellings, sheds, granny flats, change of use of buildings, etc.

Once a Complying Development Certificate has been obtained, Critical Stage Inspections will need to be undertaken at various stages throughout the construction works & an Occupation Certificate attained when the development has been completed. 

3. Development Consent – DA is required by the local council & a Construction Certificate is needed.

Where a development proposal cannot be classed as either exempt development or complying development, you will need to lodge a Development Application with the local council to obtain development consent. After you have received DA approval, you will need to obtain a Construction Certificate, which can be provided by Buildingwise.

Once a Construction Certificate has been obtained, Critical Stage Inspections will need to be undertaken at various stages throughout the construction works & an Occupation Certificate attained when the development has been completed.

Is Buildingwise licensed to do private certifying?

Yes, Buildingwise is a Principal Certifying Authority. Our Director Peter Moroney is an A3 Accredited Certifier Registration Number 1720 with the NSW Building Professionals Board. Peter is also a member of the Australian Institute of Building Surveyors.

Does Buildingwise have any insurance in place?

Yes, Buildingwise has Professional Indemnity Insurance & Public & Products Liability Insurance. We will be happy to email or fax a copy on request.

About Peter and Moroney Buildingwise Pty Ltd

Peter started a carpentry apprenticeship in 1980 at Kempsey NSW. At completion in 1984, he travelled throughout Queensland for the next 6 years working as a Contract Carpenter on various developments in the Domestic Industry. Living & working in towns like Cairns & Weipa grounded Peter with the knowledge in framing construction in buildings to withstand cyclonic climates.

In 1989 Peter moved back to the Nambucca Valley NSW with his wife Joanne & began the building company Moroney Buildingwise.

In 1994 Peter & Ross Peterkin formed a building partnership called Peterkin & Moroney Buildingwise. The firm quickly became very successful with a high turnover having consistent clients such as the Department of Housing, Mirriwinni Aboriginal Developments, and Catholic Education.

In 1997 there was a market created in Pre-purchase Building Inspections so Peter became accredited by Housing Industry Association to become an Accredited Building Consultant.

In 2000 Peter left the partnership & with Jo moved Buildingwise to Newcastle where Peter became a full time Building Consultant with Craig’s Building Advisory & Buildingwise.

In 2004 Buildingwise moved back into Construction for clients only who requested their new developments be controlled & completed by Buildingwise.

In 2010 Peter started undertaking Certifying Critical Stage Inspections for ABC Certifiers & BPK Building Approvals while studying & later completing a Diploma of Building Surveying in 2012.

In 2014 Peter became accredited with the Building Professionals Board as a Private Certifier & has since approved hundreds of developments & pools.

Peter wants to be one of the best at his trade & fields of expertise in the building inspection industry. His future goals are to continue with ongoing training to expand his knowledge regarding the latest methods, products & building practices. Peter will continue to produce plain English, easy to understand reports for his clients with practical solutions to any problems. He also committed to passing on his knowledge, experience & advice in assisting colleagues & workers in the Buildingwise business from his 40 years in the trade.
